These leaders come from the Boards of Directors of the convening organizations: the East-West Gateway Council of Governments, FOCUS St. Louis and the St. Louis Regional Chamber & Growth Association.

Members of the Forum first came together at a two-day retreat in January 2003. They gave their attention to seven critical issues, grounded in research conducted by the convening organizations.  Three major themes emerged as priorities: sluggish job growth, racial and economic disparity, and the uneven quality of public services, brought about in part by local tax policy and structure.  A little more than one year later, after several meetings, consultations and deliberations, the Metropolitan Forum finalized and adopted a document entitled More for Our Money, as the framework for their first initiative.

Although not a formal organization, the Metropolitan Forum is held together by a set of Operating Guidelines signed by all the members, as well as a formal statement of Values and Principles .

The Metropolitan Forum has been featured on the program of several national and regional symposia, including the National Stewardship Forum of the Alliance for Regional Stewardship and the Creating Livable Communities Symposium.
